Bid Opening: Wednesday, March 5, 2025, at 10:30 a.m., C.S.T.

The City of Platteville, for this project, will receive bids through QuestCDN.com via the online electric bid service (QuestvBid) or by sealed paper copy. Sealed paper bids shall be delivered to the Office of the City of Platteville located at 75 N. Bonson Street, Platteville, WI 53818.  All bids will be downloaded and publicly read aloud during the public bid opening that will be held at the office of the City of Platteville at the above address.

Description of Work:

The Project consists of reconstructing the Pine Street parking lot, which is located between Pine Street, Bonson Street, and Fourth Street.  Work includes: full parking lot reconstruction; sidewalk replacement; reconstruction of the adjacent alley; and site lighting.   Bids shall be on a unit price basis, with additive alternate bid items as indicated in the Bid Form.

Bidding Documents:

The Issuing Office for the Bidding Documents is Delta 3 Engineering, 875 S. Chestnut Street, Platteville, WI 53818, (608) 348-5355, mail@delta3eng.biz. Bidding documents will be made available to Prospective Bidders after Friday, February 21, 2025.  Copies of the Bidding Documents may be obtained online at QuestCDN.com.  QuestCDN.com Vbid system requires Bidders to purchase bidding documents from QuestCDN. You may download the digital plan documents for a non-refundable deposit of $50.00 by inputting Quest eBidDoc #9539270 on the website’s Project Search page. Please contact QuestCDN.com at 952-233-1632 or info@questcdn.com for assistance in free membership registration, downloading, and working with the digital project information.  Printed Bidding Documents may be obtained from the Issuing Office during the hours indicated above for a non-refundable deposit of $150.00, including shipping, upon Issuing Office’s receipt of payment for the Bidding Documents.  Bidding Documents may also be examined at the office of the City of Platteville, at 75 N. Bonson Street, Platteville, Wisconsin 53818, on Mondays through Fridays between the hours of 8:00 a.m. and 4:30 p.m. CST.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Consideration of Bids:

No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least five percent (5%) of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the Bidder will execute and file the proper contract and bond within 15 days after the award of the contract.  The certified check or bid bond will be returned to the Bidder as soon as the contract is signed.  If after 15 days the Bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages.

BIDDER is required to deliver the original certified check or bid bond within 72 hours of bid opening to Delta 3 Engineering, Inc., Attn: Dan Dreessens, 875 S. Chestnut Street, Platteville, Wisconsin 53818.

Bids may not be withdrawn within 90 days after the date of the bid opening.  The OWNER reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work, as may be deemed necessary by the OWNER, and the same shall in no way affect or make void the contract, except those additions to, or deductions from, the contract price will be appropriately made.  The OWNER reserves the right to waive any informalities, or to reject any or all bids, or any part of a bid, and to award the Contract to the Bidder, who in the judgment of the OWNER, will best serve the interest of the OWNER. 

A pre-bid conference will not be conducted.

Additional Conditions:

The letting of the work described herein is subject to the provisions of Sections 62.15 and 66.0901.
