Position Title: Executive Director, Platteville Public Housing Authority

Information about the Platteville Public Housing Authority
The Platteville Public Housing Authority has been assisting low-income residents of the City of Platteville since 1963.  The Housing Authority is a Section 8 Housing Choice Voucher (HCV) program and is the federal government's (HUD’s) major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. The City of Platteville donates space in City Hall, at 75 N Bonson Street, that offices the Housing Authority.

Position responsibilities
The Executive Director is responsible for the overall (total) administration of the City of Platteville’s Section 8 Housing Choice Voucher (HCV) program as well as effectively and efficiently operating and maintaining the PHA office (requires on-site presence).  Skills in accounting, budgeting, communication, organization and follow-through, as well as meticulous record keeping and the ability to inspect properties, are essential. Computer proficiency, including QuickBooks and the Microsoft Suite software, is required. Position also requires a valid driver’s license.

Compensation
Position is part-time (32 hours, weekly) and includes the 11 federal holidays plus 112 hours of paid time off (to be requested/taken in 4 and/or 8 hour blocks).  Minimum hourly wage of $22 per hour or commensurate with skills and experience. Mileage reimbursement for property inspections paid at the IRS rate.

The Platteville Housing Authority board of commissioners meets on the last Tuesday of each month at 3:30 in the council chambers of city hall. 

DESCRIPTION OF THE PROGRAM
The Platteville Housing Authority administers the Section 8 Housing Choice Voucher (HCV) program for the City of Platteville. The voucher program is a federal government program for assisting extremely-low income families, very low-income families, elderly and disabled to afford decent, safe and sanitary housing in the private market. Regulation and funding for the program is provided by the federal government's U.S. Department of Housing and Urban Development (HUD).

STRUCTURE OF THE PROGRAM
The program is designed to give eligible families freedom-of-choice in finding housing that meets the requirements of the program and is not limited to units located in subsidized housing projects. Housing assistance is provided on behalf of the individual or family so participants are able to find their own housing, including single-family homes, townhouses and apartments.

PROCESS
An applicant who meets the eligibility requirements will be placed on the waiting list until a voucher becomes available. Once an applicant is issued a voucher they are responsible for finding a rental unit within the Platteville 53818 zip code within Grant County. The owner of the unit must agree to rent under the program. Inspections are conducted to ensure rental units meet the minimum Housing Quality Standards (HQS) of health and safety. Applicants may stay in their present unit if it passes HQS and meets the HUD payment standard guidelines. Once a unit is approved the participant pays 30-40% of their adjusted gross income for rent plus utilities, and the program pays the balance directly to the landlord/owner.
