Lead Service Line (LSL) Replacement Program
The City of Platteville is pleased to be able to offer a loan of up to $1,520 toward the cost of the replacement of lead water service lines on private residential properties. This amount is estimated to cover 75% of the average cost for replacement (costs associated with individual properties will vary). All homeowners of known Lead Service Lines received a notification letter in early April 2024.
To confirm if your address is known to have a lead service line, please use the Lead Service GIS dashboard. Search for your address to determine the lead service line status.
For Platteville residents with known lead service lines, please follow the steps outlined below.
1.) Use this List of Prequalified Plumbing Contractors to get a quote for your replacement work.
2.) Complete the Funding Reservation Form, attach your quote, and submit documents to the City of Platteville Public Works Department.

3.) Once funding approval is processed, you will receive an Application for Reimbursement. Coordinate the work with your plumber.
4.) When your project is finished, submit the completed Application for Reimbursement, invoice for the work completed, and two photos: one showing the curb stop and one showing the connection in the house.

If your residential property is known to have a lead water service line, we strongly encourage you to take advantage of this opportunity. There are no immediate health concerns with respect to water quality within the City of Platteville. However, to reduce potential exposure, the City successfully applied for a principal forgiven loan from the Federal Environmental Protection Agency and the Wisconsin Department of Natural Resources to partially reimburse costs to replace lead service lines on private residential priorities. That being said, there was a new ordinance passed into law that states ALL LEAD SERVICE LINES MUST BE REPLACED BY DECEMBER 31, 2024. This years (2024) applicants must have work completed by November 30, 2024 to receive grant/loan funding. The funds available will cover the costs of an estimated 110 properties, so we urge you to reserve the funds needed for your property immediately by following the process above.
There were over 600 residential properties in the City of Platteville with lead water services lines (LSL) before 2016. The Wisconsin DNR received permission to offer federal funds to reimburse costs associated with replacing LSL on private property in the form of a principal forgiven loan. The City of Platteville was awarded $500,000 to replace lead water service lines on private property. Platteville was one of only 38 communities to receive funding in 2016 and again in 2018. In 2020 and 2021, the City of Platteville was awarded additional funds.
In 2024, the City of Platteville received an additional loan. This loan is required to be repaid. If the lead water service line is replaced in accordance with DNR rules, 75% (up to $1,140) will be forgiven (converted to a grant) and the remaining 25% (up to $380) will remain as a loan to be repaid. You may pay off the loan with no penalties, fees or interest no later than November 1, 2025. After that date there will be an administrative fee of $50.00 added to the loan amount and 1% interest per year charged on unpaid amounts. The repayment term is three (3) years. If any balance is not paid by November 1, 2025, the City will place 1/3 of the balance due as a Special Charge on the tax roll each year for three years until paid off.
The City of Platteville’s goal is to remove all lead water service lines within the city. We hope that you will take advantage of this program. Our funding is limited each year. As a result, acting quickly increases your likelihood of being reimbursed for your project. Also, with the new ordinance, any residential properties left with lead service water lines as of 12/31/2024, will be subject to water service disconnection in 2025.
