Surface Transportation Program - Urban (STP-U)

 

Project Overview
The City of Platteville has received a Surface Transportation Program – Urban (STP-U) grant for the reconstruction of Camp Street from North Elm Street to Lancaster Street (STH 81), approximately 1162 feet.  Water and sanitary sewer utilities are to be designed by others but coordinated with this scope of work to deconflict the work.  The water and sanitary sewer project will be bid separately and completed prior to the work for this project.

The existing roadway is a 2-lane Urban Collector. It is a 36-foot wide facility with an urban cross section constructed of asphalt pavement and concrete curb & gutter. The roadway was last improved in 2017. The roadway has a pavement rating of 7. There are existing sidewalks on one side of the roadway but no bicycle accommodations.  Click here to view the full Notice of Intent document.

Detailed Scope of Work
The consultant shall design the improvements listed in the project overview. 

A reconstruction project from Lancaster Street to Elm Street is proposed. The project is approximately 0.22 miles in length constructed of asphalt pavement with an urban cross section that is 30 feet wide. Sidewalks will be reconstructed on one side of the roadway. Storm sewer replacement is proposed. Real estate acquisition is anticipated.

The consultant should review traffic patterns and crash history to determine if there are improvements needed at the Camp-Lancaster Street intersection.  There is anecdotal information from residents that the street width and skew intersection at Seventh Avenue allows for speeding at that intersection.  The consultant should determine if the current 36 foot width is required or if a narrower street width would reduce speeds.

There is currently a sidewalk on the north side of the street as a direct connection between the Middle School (east) and Elementary School (west).  The consultant should retain the one sidewalk and determine if a sidewalk on the south side is needed.  There are no bicycle accommodations.  The consultant should determine if on or off-street accommodations are required.

Notice of Intent (NOI)
The NOI should be labeled “Camp Street STP-U NOI” and mailed or delivered to the City of Platteville, 75 N. Bonson Street, Platteville, WI 53818 by 4:30 p.m. on June 23, 2023.  Three hard copies and one PDF copy of the proposal must be submitted.  The PDF copy should be submitted to crofooth@platteville.org.
