Surface Transportation Program - Urban (STP-U)

Project Overview
The City of Platteville has received a Surface Transportation Program – Urban (STP-U) grant for the reconstruction of East Main Street from Water Street (STH 80) to Broadway (CTH B), approximately 739 feet in length.  Water and sanitary sewer utilities are to be designed by others but coordinated with this scope of work to deconflict the work.  The water and sanitary sewer project will be bid separately and completed prior to the work for this project.

The existing roadway is a 2-lane Minor Arterial. It is a 45-foot wide facility with an urban cross section constructed of concrete pavement. The roadway was last improved in 1984. The roadway has a pavement rating of 4 with failing joints and mid-panel cracking. There are existing sidewalks on both sides of the roadway but no bicycle accommodations.  Roadway has existing decorative lighting.  Click here to view the full Notice of Intent document.

Detailed Scope of Work
The consultant shall design the improvements listed in the project overview.

A reconstruction project from STH 80 to Broadway Street is proposed. The project is approximately 0.14 miles in length, constructed of concrete pavement with an urban cross section that is 45 feet wide. Sidewalks will be reconstructed on both sides of the roadway.

Storm sewer replacement is proposed. Real estate acquisition is anticipated.

The existing traffic control signals at Water Street (STH 80) are intended to be used as constructed.  If budget allows, the pedestrian crossing heads may be changed to current standards with sonic guidance and countdown timers.  The current Fire Station on the south side of Main Street is being relocated and it is anticipated that the move will be completed prior to this project.  The Museums are at the east end of the project and should have visitor traffic accommodated/detoured to allow continued use.

The current storm sewer system will need to be reconstructed as part of the project.  There is a large storm sewer that currently runs generally north to south.  It makes a turn to the west, goes under a historic or potentially historic building, turns south under the building and continues generally south under the roadway and under the parking lot between the Fire Station and an auto repair business.  The intent is to realign the storm sewer to avoid going under the building.  The intent would be to use wing walls in a dual capacity to improve the hydraulics and to eliminate water going under the building.  Currently the building is supported on pilings to allow the water to pass.  The intent is to not touch the building or its supports, just wall it off so no water passes.  In order to do the proposed work, it may be necessary to obtain additional right-of-way or drainage easements

For resilience purposes, the City desires to construct a long-term conveyance such that the new design will not only pass a 100 year-24 hour event using current IDF curves, but plan for the future such that using today’s technology, the installed system is over-designed to allow for a future liner or similar technology that will pass the current 100 year-24 hour event.  Example:  If the design calls for 50 square feet of opening to pass the 100 year-24 hour event, then the future liner must be 50 square feet of opening and the constructed system must be large enough to allow for this lining.  The future interior lining/jack and bore or similar technology cannot be assumed to be thinner/lighter/easier than today’s technology.  The intent being that any improvement in technology would be balanced by changes to the future IDF curve.   There is a Hydraulic and Hydrologic analysis performed by AECOM in 2010 that can be used as a starting point, however, the data used in that report indicated a 6.2” rain event was a 100 year-24 hour event.  The current NOAA Atlas 14 indicates that a 100 year, 24 hour event is 7.83 inches.

The design will look at asphalt and concrete pavement alternatives. The street is also part of County Trunk Highway (CTH) B.  The solid waste/recycling contractor business is northeast of the project along CTH B.  They use semi-tractor trailers to transfer waste to landfills and recycling to material recovery facilities and use the project area daily.  This increases the loading on the roadway.  The design will consider bicycle alternatives.  West Main Street west of the project area currently uses sharrows for bicycle accommodations.  The design will consider different alternatives.

Notice of Intent (NOI)
The NOI should be labeled “East Main Street STP-U NOI” and mailed or delivered to the City of Platteville, 75 N. Bonson Street, Platteville, WI 53818 by 4:30 p.m. on June 23, 2023.  Three hard copies and one PDF copy of the proposal must be submitted.  The PDF copy should be submitted to crofooth@platteville.org
