Due To Cost Increases, Bus Service Could Not Support Current Bus Service Schedule

The City went out for proposals and awarded to a new company (Davis Bus Lines) on December 10.  Based on expected cost increases under a new contract, City Staff and UW-Platteville developed a Request for Proposal that cut service routes to a single bus on the Orange Route during the UW-Platteville academic year that starts January 27.  The single bus route will operate from 7:00 AM to 5:00 PM only.

The new contract will be a two-year contract for calendar years 2025 and 2026.  If budgets allow, the City and UW-Platteville may decide to conduct a new RFP process for a new contract starting in 2027 that might reinstate some or all of the other bus routes. 

Current (2024) contractor is Russ Stratton Buses (RSB) from Cuba City.  The current rate is $63.72/hour.  The contract expires on 12/31/2024.  There was an opportunity for the City and RSB to extend the contract to 2025 if they would agree to an increase of 2.5% - based on the Consumer Price Index (CPI).  They could not continue to provide service at that price and declined to extend the contract.

The City, in cooperation with UW-Platteville, conducted a Request for Proposal (RFP) process under Federal and State guidelines for a new contractor and price.  Proposals were returned in late October.  There was an Evaluation Committee composed of UW-Platteville students and staff who reviewed two proposals – one by Russ Stratton Bus and the other by Davis Bus Lines out of Darlington.  Based on the criteria established by WisDOT considering technical capability as well as price, Davis Bus Lines was chosen to be the new service.  The new contract price will be $90.00/hour – a 41% increase.  The other proposal would have been $224.74 - over 250% increase.

At the beginning of the process staff had to make assumptions that the price would increase.  Our partners at UW-P agreed and our RFP reduced service to the Orange Route only, Monday – Friday, 7:00 AM to 5:00 PM during the UW-P academic year.
